I have similar error on some Personnel numbers only.
In my case, Personnel Number remains the same even when the Personnel number is assigned to different country.
In my tenant, Distributed employment is deactivated. So as per your suggestion, I can still use the report OTM_TRIGGER_EMPL_REPL_CE which uses IDOC OTM_EMPL to replicate employees.
Using the report OTM_TRIGGER_EMPL_REPL_CE will not give this error ERROR - Pernr xxxx assigned to more than one country: no processing possible.
Please suggest.
