You need create in pfcg three profiles, and need too three role authorization in rsecadmin.

Check this:

PF1

-- ROLE1- (all values)

PF2

-- ROLE2 (only 2,4 values)

PF3

--ROLE3 (only 1, 3 and 4 values)
