Can you please import the same Universe to a different folder on your local machine. make sure that you have administrator privilege on the new folder. and make sure also that you don't have any old Universe copies imported to this folder.

we used to get this error if we are multiple developers using same shared folder to import our universes. this error may raised if the same Universes is already opens by another developer or for any reason the Universe didn't save successfully. you may need to delete the local version stored on the shared folder and re import from the repository.
