how to delimit absence quotas at EMPLOYEE/PERNER level

Hi Experts,

I transferred employee in mid of year from one PSA to another PSA  but it didn't delimit the quotas. could you please let us know how to delimit the quotas in 2006 infotype or at PERNER level.
